Why is Phase II needed?
Phase I established the community's vision for downtown Covington and identified its strengths, weaknesses, and opportunities for improvement. The goal of Phase II is to lay out a roadmap for how to achieve that vision.
This phase will set goals and objectives related to four main topics: land use and development, transportation, economic development, and arts and culture. Phase II will also explore ideas related to branding, wayfinding, community design, and placemaking.
Why now?
Downtown Covington is beloved, and the City wants to make sure it continues to be the great place it has grown into over the past several years. As Covington grows, this plan will help establish downtown as a vibrant, community hub for all Covingtonians, visitors, and passers-through.
How can I get involved?

Phase II kicked off in March 2025, beginning with gathering background information on downtown and analyzing existing conditions. There are several opportunities to get involved as the project moves through its remaining phases: Vision, Goals, & Initial Design; Recommendations & Plan Development; and Refinement and Adoption.
